Meeting Minutes: Honeymoon Heights Owners Association

Call to Order; Roll Call

Board Members Present: Ben Gonzalez, Tyler Evanzo, Judy Hazle, Kelley Hammis, Susie Zwingman, and Paul Anthony Calcutt

Opening: The meeting began at 7:00pm with the Pledge of Allegiance.

Guest Forum:

Ken Lundwall: Thanked volunteers for painting the park signs, noting they looked great.

Kim Scheuneman: Expressed concerns regarding blight. The Board affirmed that blight issues are taken seriously and updates are being sent to Cato Township’s Dave Kelsey.

Nancy Lundwall: Asked whether indigent homeowners who are legally exempt from property taxes could also be exempt from HHOA dues. The Board agreed this should be considered but tabled the matter for further discussion and development of a workable process.

 Debbie Ashbaugh: Reported she has been mowing Park D for several weeks. The Board thanked her for her assistance. She also inquired about the road near Ford Lincoln Park and was advised that repairs are planned for later this summer.

Sarah Fathera: Asked about the possibility of bringing sewer service into the Townline Lake area. The Board stated there would be interest, but such infrastructure would require action by Cato Township, including a millage proposal.

Kathleen Commans: Requested updates regarding cleanup and grass seeding at Park B. The Board informed her that an estimate is under review for cleanup and limb removal. Grass seeding will be revisited later in the year when conditions are more favorable.

Board of Governor’s Elections

Benjamin Gonzalez, President 2024-2027

Tyler Evanzo, Vice President 2025-2028

Judy Hazle, Treasurer 2024-2027

Suzie Zwingman, Member-at-Large 2025-2028

The Board notified members of two open seats for the 2026–2029 term and asked for volunteers; none were received.

Motion: Judy Hazle nominated Kelly Hammis for Member-at-Large; Tyler Evanzo seconded. No opposition.

Result: Motion carried.

Motion: Tyler Evanzo nominated Paul Anthony Calcutt for Secretary; Kelly Hammis seconded. No opposition.

Result: Motion carried.

Secretary’s Report

The minutes from the May 21, 2026, meeting were read by Jamee Gonzalez for Paul Anthony Calcutt.

Motion: Ben Gonzalez motioned to approve May 21 meeting minutes; Paul Anthony Calcutt seconded. No opposition.

Result: Motion carried.

Treasurer’s Report

Beginning Balance (May 2026): $16,996.01

Credits/Deposits: $1,289.03

Debits/Expenses: $4,908.46

Ending Balance (May 2026): $13,376.58

Judy Hazle noted increased operational costs including insurance and electric utility expenses. She clarified that HHOA insurance covers members and their guests, but not short-term rental guests. Contractors hired by HHOA must carry their own business insurance.

Motion: Ben Gonzalez motioned to approve the May 2026 Treasurer’s Report;

Kelly Hammis seconded. No opposition.

Result: Motion carried.

Committee Report

Blight: Kelly Hammis reported continued progress in resolving blight concerns with support from Cato Township’s Dave Kelsey. Ivy Prenger asked about assistance for homeowners unable to address blight; the Board noted this is incorporated into the HHOA Revitalization Plan.

Cato Township: Nancy Lundwall reported that roadwork plans remain unchanged and repairs are pending.

Lights: Suzie Zwingman confirmed all lights are operational and noted that over $13,000 is held by Cato Township for future lighting needs.

Docks: A paddleboat at C1 requires a permit sticker. All other boats are properly registered.

Parks: Old docks at Park B were removed by Tyler and Aaron Evanzo. A rowboat at Park B without a permit will be addressed and may be posted on the website to assist with identifying ownership.

Website: No updates reported.

Old Business

HHOA Revitalization Plan: The HHOA Revitalization Plan was provided to all present members and will be placed on the HHOA website. Project priorities may be adjusted as needed. Increase in dues: Further discussion was had between the Board and members regarding HOA Dues being increased from $25 per lot per year to $40 per lot per year.

New Business

HHOA Dues: Article 9.1 of the Bylaws grants the Board of Governors to increase dues without member vote.

Motion: Ben Gonzalez motioned to increase HOA Dues to $40 per lot per annually;

Suzie Zwingman seconded. No opposition.

Result: Motion carried.

Dock Permits: Dock permits will cost $40 annually require a member vote as part of a bylaw update. Funds will support permit stickers and dock maintenance.

HHOA Bylaw Vote and Member Vote

New Language for Article 5.4a(1) Powers of Board-Dock Permits: “To receive a dock permit for your boat, you must be current on dues owed to the HHOA and have a current boat registration and pay an annual dock permit fee in an amount determined by the Board of Governors.”

Motion: Ben Gonzalez motioned to approve Article 5.4a(1) as indicated above;

Kelly Hammis seconded. Member vote resulted in 1 nay by Mr. Bill Pittman.

Result: Motion carried.

New Language for Article 9.2 Association Dues: “Association Members who are two (2) years behind in dues owed to the HHOA shall be sent a final notice of arrears via first-class mail. If the outstanding balance is not resolved, or a payment arrangement made with the HHOA Treasurer, within thirty (30) days of the notice, the account shall automatically be turned over to a collection agency. All associated collection costs and fees shall be added to the Member’s  outstanding balance”

Motion: Ben Gonzalez motioned to approve Article 9.2 as indicated above; Kelly

Hammis seconded. Member vote resulted in 1 nay by Mr. Bill Pittman.

Result: Motion carried.

New Language for Procedure of Enforcement (6/8/2025 amendment):

“Complaints shall be handled with one letter sent by certified mail to the person or person in violation, providing a ten (10) day period to correct the issue. In the event, the person or persons continue to violate, neglect, or refuse to comply after ten (10) days from the date of mailing, the Board of Governors shall instruct the Board President to take appropriate action on behalf of Honeymoon Heights.” Motion: Kelly Hammis motioned to approve Procedure of Enforcement (6/8/2025 amendment) as indicated above; Paul Anthony Calcutt seconded. Member vote resulted in no opposition.

Result: Motion carried.

July 4 th Festivities: Townline Lake Boat Parade at 1:00 PM; HHOA Golf Cart Parade at 4:00 PM beginning at the clubhouse. Sno-cones will be provided before the parade.

HHOA Checking Account Signatures: Due to the resignation of Bonnie Weber Viser a motion needs to be made to remove her from the HHOA Checking Account and replace it with Paul Anthony Calcutt.

Motion: Judy Hazle motioned to remove Bonnie Weber Viser from the HHOA Checking Account and add Paul Anthony Calcutt;

Ben Gonzalez seconded. No opposition.

Result: Motion carried.
